Claim : Japan is planning to build a solar ring around the Moon that will power Earth forever.
Conclusion : The claim is misleading. No Japanese government agency or official project is under planning for the construction of a solar ring around the Moon. The idea originates from a private firm, Shimizu’s visionary concept, not a current engineering commitment of the Japanese government.

FACT CHECK
DigitEYE India decided to investigate this claim and found that it is misleading. No Japanese government body or official program is working on building a solar ring around the Moon. The concept comes from the private company Shimizu Corporation as a visionary proposal, not an active engineering project backed by the Japanese government.
We first conducted a web search with the phrase “Japan plans on constructing a solar ring around the moon” to learn more. The search took us to a page by Shimizu Corporation, a Japanese construction and engineering company that has proposed a conceptual solar-power ‘Luna Ring’. The page explicitly states “This is a new proposal from Shimizu Corporation designed to enable humans to live in perpetual harmony with our beautiful earth.” View this section below –

We further learnt from the above page that the concept revolves around generating “power by installing a ring of solar power cells around the equator of the moon.” The company further describes it as producing “continuous, 24-hour” clean energy, unaffected by weather. An image on the page also describes the company’s vision of the Luna Ring and how it will function. View the screenshot below –

Shimizu’s official page presents the project under its “Dream” topics section as a futuristic research-and-development idea.
When we searched for other reports, the search took us to an article published on May 30, 2011, titled : “Japanese Corporation Plans to Turn the Moon Into a Massive Solar Power Plant.” This report mentions about the “plan calls for a massive 12 mile-wide, 6,800 mile long “Luna Ring” of solar panels to be constructed on the moon’s surface. The article does not talk about any involvement of the Japanese government. View a section from it below –

Back in December 3, 2013, Space.com had also written an article about this titled : “How to Turn the Moon Into a Giant Space Solar Power Hub” The article confirms that Shimizu Corporation has proposed this plan of a “ring of solar panels” around the Moon. The article further states that the plan could beam power to Earth using “microwave and laser transmitters.” View a section from this particular article –

We did not find any official statements or circulars from the Japanese government regarding the construction of a solar ring around the Moon.
Thus, the claim is misleading.
