FACT CHECK
Owing to the irrelevant reference made in the 14-sec vido clip, Digiteye India took it up for fact checking. Taking some key frames from the video, we ran a Reverse Image Search and found that the original video from the official handle of the Indian National Congress, on April 20, 2019 actually had the full speech of Rahul Gandhi.

Uploaded on April 20, 2019 during the General Elections, Rahul Gandhi was speaking about the advantages of NYAY Yojna, the minimum wage support programme of the INC, to give a jumpstart to the Indian economy.
This is when he used the analogy of petrol and an engine but it was clipped to show out of context to make fun of Rahul Gandhi.
