Following the announcement for elections to the Jammu and Kashmir Assembly by the Election Commission of India on August 16, 2024, a video is making the rounds in which a Congress leader from the Union Territory can be heard saying, “If Congress comes to power, we will end the violence caused by the BJP. The people who are jailed for terrorism would be released. Those who are killed in the name of terrorism, their families would be compensated with Rs 1 crore.”
The caption along with the video reads: “Congress promises to J&K people that if they win: They’ll release all the terrorists locked in jail They’ll give 1 crore compensation to the families of those who were killed. They’ll hang all the BJP leaders who spoke against terrorism.”

Initial search revealed that the claim was made earlier in May 2024 and it read: “Congress exposed again, Now its Top J&K leader & AICC observer Sagheer Saeed Khan is allegedly promising to give ₹ 1 crore each to the family members of terrorists killed by Indian Armed Forces. He is also allegedly promising that when Congress comes to power, they will release all the innocent terrorists from jail and hang BJP leaders who have orchestrated hindu terrorism is J&K (sic).”

FACT-CHECK
When Digiteye India received a request on WhatsApp, we checked and found that the leader Sagheer Saeed Khan made the controversial remarks not now but five years old dating back to June 2018. See the original video here:
The video was uploaded to the YouTube channel JK Media on December 26, 2018 and it confirmed that the leader was a minority cell observer in the All India Congress Committee. It was covered by India Today news outlet here quoting official spokesperson from the Congress Party in the state who distanced the Congress Party from these remarks by Saeed Khan.
“The Congress disowns and rejects Sagheer Saeed Khan’s statement. He is not a spokesperson of the party. He has no mandate to speak on such issues. We will recommend our national leadership to take action against him. We stand with our security forces in the fight against terrorism,” Ravinder Sharma, then-chief spokesperson of the Jammu and Kashmir Congress said, as per the report.
