Verified X user ‘OunkaOnX’ shared such a post with the caption : “JUST IN – Israel signs agreement with ChatGPT to produce pro-Israel content.” This claim implies a direct partnership between Israel and OpenAI (ChatGPT’s developer). The post gained more than 6.6 million views and can be viewed below –

DigitEYE India decided to investigate this claim and discovered that it was misleading. Israel awarded a $6 million contract to Clock Tower X LLC, a conservative U.S. firm founded by ex-Trump advisor Brad Parscale to produce pro-Israel content. Since Clock Tower will be using ChatGPT’s model to create content, it will indirectly influence the model. Israel has not signed any direct agreement or partnership with OpenAI’s ChatGPT model to produce pro-Israel content.
We first conducted a keyword search with the phrase “Israel signs an agreement with ChatGPT” to learn more about the issue. The search took us to a report published by Responsible Statecraft on 29 September 2025, titled “Israel wants to train ChatGPT to be more pro-Israel”. The report notes that “Clock Tower is conducting the work for Havas Media Network, an international media company that is working for the Israeli Ministry of Foreign Affairs via the Israeli Government Advertising Agency.” View this section of the report below –

The above report observes how Israel awarded a $6 million contract to Clock Tower X LLC, a conservative U.S. firm founded by ex-Trump advisor Brad Parscale. Clock Tower X LLC must produce pro-Israel media for Gen Z, including videos, podcasts, and posts on TikTok, Instagram, YouTube, and conservative radio via Salem Media Group. All these efforts are directed to achieve “a minimum goal of 50 million impressions per month” as stated in the above report.
We also came across another report published by Rift TV that states Clock Tower X LLC “will spin up websites laced with pro-Israel framing to feed into AI training data, skewing how models like OpenAI’s GPT handle queries on the Jewish state, Gaza, and beyond.” Furthermore, the firm “will wield MarketBrew AI, a predictive tool, to game Google and Bing algorithms…” View a section of the report below –

The contract between Israel and Clock Tower X LLC is filed under the Foreign Agents Registration Act (FARA), the deal funds a U.S.-targeted campaign to counter antisemitism perceptions, not a bilateral pact with OpenAI. We cross checked the above details from the contract between both the parties. These have been mentioned on page 2 under Exhibit A, Initial Sow (or can also be found on page 23 of the pdf) with the confidential clock tower draft dated August 27, 2025. Next, we searched OpenAI’s website for any statement on this but there is no mention of any such an agreement. OpenAI has issued no statement on the deal and previously denied Russia, Chinese and Israeli-linked influence in May 2024. Business and Human Rights Centre on 14 November, 2025 sent a request to OpenAI to comment on ChatGPT being hired to be “pro-Israel”, however there has been no response.
Thus, the claim is misleading.
