Multiple reports clarify that the $700 billion figure is not tied to any finalized or formally proposed deal. Instead, it reflects an internal estimate discussed/claimed by various people.
For instance, a report by NBC news mentions how “The United States could have to pay as much as $700 billion if it were to achieve President Donald Trump’s goal of buying Greenland,” as per the estimates “generated by scholars and former U.S. officials as part of planning around Trump’s aspiration…” View a section from the report below –

Following this, we came across another report by Reuters that sheds light on lump-sump payments proposed. The report states that “U.S. officials, including White House aides, have discussed figures ranging from $10,000 to $100,000 per person, said two of the sources.” However, once again this is unconfirmed and not tied to any $700 billion deal to buy Greenland as mentioned in the claim.
