Did Delhi CM Rekha Gupta say 2,500 crore people have taken Govt loans? Fact Check

Claim: India’s population is approximately 146 crore, yet Delhi CM Rekha Gupta allegedly stated that 2,500 crore people took government loans.

Conclusion : The claim is false. The video has been selectively edited when CM Rekha Gupta was mentioning about the loan amount. She did not say that 2,500 crore people took loans but refers to ₹50 crore allocated to support and service collateral-free loans amounting up to ₹2,500 crore under a scheme, not the number of beneficiaries.

Several social media users have shared a video where Delhi CM Rekha Gupta allegedly says that 2,500 crore can take loan under a scheme. Verified X user ‘nkk_123’ shared such a post with the caption : “Population of Delhi 2.25 crore. Population of India 146 crore. Population of World 830 crore. Delhi CM Rekha Gupta has given loan to 2500 crore people” in an attempt to ridicule the statement. The post gained over 108,000 views and can be seen below:

FACT CHECK

DigitEYE India decided to investigate this claim and found that it is false. The video is edited and CM Rekha Gupta did not claim that 2,500 crore people took loans. She was referring to a scheme in which ₹50 crore was allocated to facilitate and service collateral-free loans amounting up to ₹2,500 crore, not to the number of beneficiaries or people.

Details:

We first conducted a reverse image search from various keyframes of the video shared in the claim. The search took us to a video posted by ANI on X platform on Jan 27, 2026. View the video below: 

Having gone through the video, around 3.45 timestamp, CM Gupta said that the Delhi Government had initially kept a fund of Rs. 50 crore and with this people can take a loan amounting to Rs. 2,500 crore. After this, she says that the scheme is a major boost, people can do their daily business and she further adds that this ₹2,500 crore amount can be increased in the future. CM Rekha did not mention about 2,500 crore people taking the loan rather she referred to the loan amount only.

Following this, we have learnt that on January 27, 2026  the Delhi Government signed an MoU for the Delhi Credit Guarantee Scheme (CGS) between the Delhi Government and CGTMSE (Credit Guarantee Fund Trust for Micro and Small Enterprises) at the Delhi Secretariat.

We conducted a web search about it which took us to a report by The Hindu published on January 28, 2026. The report also confirms what the CMO stated. “Leveraging this limited corpus, banks will be able to extend loans amounting to nearly ₹2,500 crore.” View this section of the report below: 

A TOI report also confirmed that Delhi launched a collateral-free loan scheme for small entrepreneurs. The report mentions of “A dedicated Rs 50 crore fund” has been created for the program. With a leverage potential of nearly Rs 2,500 crore, banks will be able to extend significantly higher credit, and the corpus may be increased in the future. Nowhere in the reports is it mentioned or stated that CM Rekha Gupta spoke about 2,500 crore people, as shown in the claim. View a section of the TOI report below: 

The video shown in the claim is edited to fabricate a false narrative. 

Thus, the claim is false.
