A simple search of keyframes on Google Reverse Image Search revealed that it was not an election rally but one from September 19, 2024 when a bike rally was taken out on the occasion of Milad-un-Nabi in Latur, Maharashtra. The flags seen in the video are Islamic and Indian flags and not ISIS flags as claimed.
Even a local news channel covered the event here. Hence, the claim is false.
