Has Modi government introduced tolls for two-wheelers on national highways

Claim: The Modi government is collecting tolls for two-wheelers on national highways after  initially retracting the decision due to public opposition.

Conclusion : The claim is misleading as it pertains to expressways in Uttar Pradesh which do not fall under jurisdiction of the National Highways Authority of India.

The Indian National Congress posted on X (formerly Twitter) on July 13, 2025, accusing the Modi Government of imposing toll taxes for bikes on 26 June, removing them due to public backlash but then implemented it anyway after the protests calmed down. The viral tweet which has gained nearly 545,000 views and included a video from “News 24 Uttar Pradesh” showing a toll plaza in Gorakhpur.

Translated Post reads:
“Understand the chronology
• On June 26, news came that the Modi government would collect tolls on bikes
• Then people started writing in protest
• The Modi government immediately took a U TURN and said – no tolls will be collected on
bikes
• People got swayed and calmed down
• Now the plan to collect tolls has been implemented.”

FACT CHECK
The claim that the Modi government recently introduced tolls for two-wheelers on national highways after a U-turn is not accurate. In reality, the video posted and claims refer to the Gorakhpur Link Expressway which does not fall under the National Highways Authority of India (NHAI) or the Ministry.

The Gorakhpur Link Expressway was launched in 2018 and is managed by the Uttar Pradesh Expressways Industrial Development Authority, which had been collecting the toll tax as stated by the employee in the video. It is unrelated to the NHAI or the Central Government’s move to amend its policy of exempting two-wheelrs from toll tax.

On July 13, 2025, the National Highways Authority of India (NHAI) responded on the  Indian National Congress’s post, replying -“This project does not fall under the jurisdiction of NHAI or @MORTHIndia. NHAI would also like to clarify that there are no plans to introduce toll charges for two-wheelers on National Highways/Expressways.”

Additionally, the National Highways Authority of India (NHAI) on 26 June, 2025 itself made a post, debunking all the rumours and this misleading news.

Even the news media has given reports on how the two-wheelers are exempted from NHAI toll tax. The Mint, in their article, cited a tweet by Union Minister Nitin Gadkari in Hindi, where he said, “Some media houses are spreading misleading news about imposing toll tax on two-wheeler vehicles. No such decision has been proposed.” He further urged the media to promote healthy journalism.

The truth is that the non-NHAI highways, often run by state government agencies or other PPP contractors have been collecting the toll tax but there is no move to suggest that the same is being implemented by NHAI on its highways.  Hence, the claim is false.
