Does this video really show HM Amit Shah supporting new UGC guidelines? Fact Check

Claim : Video allegedly shows Union Home Minister Amit Shah supporting the new UGC guidelines in his parliament speech

Conclusion : The claim is false. The clip was taken from April 2, 2025 original parliamentary speech on an entirely different law, the Waqf (Amendment) Bill.

Several social media users are circulating a video that allegedly shows Amit Shah supporting the new UGC guidelines in the parliament. X user ‘RamGovindCh’ shared such a clip of Home Minister Amit Shah declaring: “संसद का कानून सबको स्वीकार करना पड़ेगा। यह कानून भारत सरकार का है हर किसी पर लागू होगा और हर किसी को स्वीकार करना पड़ेगा।” In English this reads:”Everyone will have to accept the law of Parliament. This law is of the Government of India; it will apply to everyone and everyone will have to accept it.”

In the video, Amit Shah can be heard stressing that the laws that are passed in parliament have to be accepted by everyone. “How can they say that? – we won’t accept the law. This is the law of the Government of India; it will apply to every person and every person will have to accept.”

With the overlaid UGC text (UGC Bil भारतीय संविधान जिंदाबाद) on the video, the claim implies that Shah’s statement supports or defends the new regulations.

FACT CHECK

DigitEYE India decided to investigate this claim and found that it is false. The video segment being circulated is  selectively chosen from an original parliamentary speech delivered in 2025 on a separate piece of legislation, the ‘Waqf Amendment Bill’. The remarks were unrelated to the UGC regulations and have been misrepresented.

Details:

We first conducted a web search with the phrase “Amit Shah comments on new UGC regulations 2026” to learn more. However, we did not find any comments by Amit Shah on any of his social media handles or official statements or notifications. No credible media news outlets has reported any such comments from the parliament made by Shah on new UGC guidelines.

Following this, we conducted a reverse image search to learn about the origin of the clip and context. The search took us to a clearer clip posted by Amit Shah himself on his Facebook page on Apr 2 , 2025 which is captioned : “वक्फ पर संसद में जो कानून बन रहा है, वह भारत सरकार का कानून है, इसे सभी को स्वीकार करना ही पड़ेगा।” In English this reads : “The law being made in the Parliament on Waqf is the law of the Government of India, everyone will have to accept it.” View a screenshot of this below – 

 

From the caption of the post, we clearly get the idea that Amit Shah is speaking about Waqf Bill and not UGC guidelines. Moreover, from the video in the Facebook post, we learn how these comments were made in  Parliament on 02/04/25. Upon searching for the longer video on this particular day, the search took us to a longer version of Shah’s speech uploaded by India Today here.

Around the 33:21 timestamp, Shah can be heard saying the same lines as showcased in the clip of the claim. Responding to an opposition member who reportedly said minorities “will not accept” the bill, Shah questioned such threats. He reiterated that these are the laws of the Government of India and everyone will have to accept the law passed in parliament. View a screenshot from this timestamp below – 

The UGC Regulations, 2026 were notified only on 13th January 2026, nearly nine months after Shah’s speech on Waqf Bill. The UGC guidelines 2026 address caste-based discrimination, Equal Opportunity Centres and grievance mechanisms in HEI (higher education institutions). As per a Mid Day report, protests erupted and the Supreme Court stayed their implementation on 29th January 2026 citing vague definitions and that the “language needs to be re-modified,” View this section from the report below –

Thus, the claim is false.
